As she is on buoys here and from the little we can see seems 'complete' she could be from any of the warship yards, sitting on these buoys maybe between trials trips or ready for delivery voyage.
The bigger warship at Walker might be the better clue to the date?

The white-hulled craft steaming away is also noteworthy, could be a local river craft?

If we agree that she is flying the Turkish Ensign the only contender is HAMIDIEH.

Her sister, MEDJIDIEH was built in the States by Cramp and not likely to visit the Tyne.
Sultan Mehmet Rechad V was 1913. Sultan Osman 1 was 1914.
Hairredin Barbarosse and Torgud Reis were ex German, bought 1910.
Messudiyeh had a different bum as had Muin-I-Zaffer.

If the date of 1909 is correct then it looks to me like the minas gerais battleship in the distance. Although the flag is not what I would have expected I think that if the ship in the foreground is an Elswick cruiser then it is more likely the Bahia of Rio Grande du Sul

mmm Could well be.
The Brazilian Ensign of the time was Green with a Yellow Diamond containing a blue circle with Stars.

The stern looks OK with the two rows of portholes and black boot topping. I was concerned that the second row was not visible on the HAMIDIEH nor was her stern hook. As mentioned she also had a different design of stern but I thought the angle may have hidden that.
Both the Brazilian Cruisers were laid down in 1908 and completed in 1910 with Parsons Turbines. BAHIA was Launched in January 1909 and RIO GRANDE DO SUL in April 1909.

The warship looks like the Brazilian cruiser BAHIA from Armstrongs, which was on trial 2-16 Dec 1909, which had a raised quarterdeck.
