Sailing from the River Tees, by the look of it. (Albert Weller collection)
CITY OF LANCASTER (5073806): 4949gt, completed by Swan, Hunter, Wallsend-on-Tyne, 9-1958.
1979 LANCASTER (Greece), damaged by collision 9-1979, 1982 broken up.
(Miramar = collision (THISTLE VENTURE) 52.52N/5.25W 25.9.79 & BU San Esteban de Pravia 10.1.82

The original negatives confirm the sighting by Albert Weller was in Tees Bay:
