An answer from one who knows:

"The reason the UOS Voyager was along side Balmoral was to do with fenders. She’d been in for bunkers at the Ocean Berth and was going to Northumbrian Quay before sailing but they found problems with berthing her so they stuck her along side Balmoral instead (so i’m told)."
